There are several ways to make your monthly utility payment!

  • Pay online at Payment Service Network.
  • Pay by automatic draft from your checking account. Payment authorization form.
  • Pay in person at front door of City Hall or use the night deposit drop box if paying after business hours.  Acceptable forms of payment include cash, check, money order, credit and debit cards (2.50% convenience fee applies).  Please do not put cash in night drop box.
  • Mail your payment to City of St John, P.O. Box 367, St. John KS 67576.

Electric, Water, Sewer and Trash
The City of St. John provides electric, water, sewer and trash services.  For questions or concerns, please call (620) 549-3208.  Office hours are M-F 8am-5pm.


Electric - The primary responsibility of the electric division is to supply reliable electric service, while operating and maintaining the distribution system and power plant.

Residential User Rate (MINIMIUM CHARGE is $6.00 per meter and service charge per month.)
First 100 kwhs per billing month                                $0.089   per kWh
All additional kwhs                                                    $0.1055 per kWh
Plus applicable fuel adjustment

Effective with billings to all residential consumers subsequent to September 4, 2007, a monthly electric meter and service charge of $6.00 per meter used by the consumer will be charged to each monthly billing statement.

Commercial User Rate (MINIMIUM CHARGE is $9.00 per meter and service charge per month.)
All kWhs                                                                     $0.1055   per kWh
Plus applicable fuel adjustment

Effective with billings to all commercial consumers subsequent to September 4, 2007, a monthly electric meter and service charge of $9.00 per meter used by the consumer will be charged to each monthly billing statement.

Water -  The water division strives to supply safe, potable water to the community.

Water Rates

(a)    The monthly minimum rate is set at $17.45 for the first 3000 gallons a customer may consume.

(b)   For each 1000 gallons of consumption over the first 3000 gallons the rate shall be $5.58 per 1000 gallons.

(c)    An additional flat fee of $6.00 per month shall be charged to every customer who is billed for water, sewer, electric or solid waste services and is also protected by the city’s water system for fire safety as determined by city administration and the fire chief to finance capital improvements to the water system.

(d)   The state mandated water protection fee of $0.32 for each 1000 gallons sold at retail by the city required by K.S.A. 82(a)-903 et.seq., shall be listed as a separate line item on the city’s billing, be maintained by the city as a special account and remitted quarterly to the Kansas Department of Revenue as required by law.

Bulk Water Rates

The rate for water sold by the tank load in bulk form shall cost $15.00 for the first 3,000 thousand gallons.  The fourth and all subsequent thousand gallons of bulk water shall cost $9.00 per thousand gallons.

Sewer -  The sewer division maintains the sewer collection system, lift stations, and sewer ponds.  To report sewer problems during office hours, please call (620) 549-3208.  After hours, please call Stafford County Dispatch at (620) 549-3247.

Sewer Rates

For residential, commercial and industrial contributors, a monthly base fee of $5.00 will be charged.  In addition, the monthly user charges will be based on average monthly water usage during the months of January, February and March.  If a contributor has not established a January, February and March average, or if the contributor is not connected to the metered city water system the monthly charge shall be the median charge for all other customers.

The charges per month for residential, commercial, and industrial contributors shall be $2 per 1,000 gallons.

RECONNECT FEE:
If your utility services are shut off for nonpayment, the first-time reconnect fee is $25 from 8 a.m. - 5 p.m. Any subsequent reconnection shall result in a fee increase of $25.00 per reconnection not to exceed $100.00. Outside of normal business hours the fee will be an additional $25.00.
